A former student at The University of Alabama, a U.S. state official and two former high-ranking U.S. officials have been charged with selling millions of dollars worth of Russian state-sponsored cyber weapons to Iran, the first U.S. charges that accuse a foreign government of selling cyber weapons to an American political target.

In late July, William McCants, a British journalist and former adviser to the Department of Defense’s Joint Chiefs of Staff, pleaded guilty to a count of conspiracy to sell classified information to a foreign government. McCants sold the cyber weapons to a foreign government through cyber-crime front companies in exchange for payment from that foreign government to Russian hackers, U.S. prosecutors said.

The charges against McCants are part of a wide-ranging case involving nine people, including David Cohen, the U.S. special agent in charge for the FBI’s Washington field office; Robert Levinson, an Iranian-American man who was abducted by Iranian security forces in 2004, and Paul Valle, who is a cybersecurity expert at the U.S. Department of Homeland Security.

“These charges are the first official indictments of a U.S. government official, American or foreign, for selling cyber weapons to a foreign government,” Andrew McCabe, the U.S. deputy attorney general said in a statement.

McCants, Levinson, Valle and Cohen were all charged Wednesday on two felony counts each: one count of conspiracy to sell and one count of information transfer for a hostile intent to influence a foreign government, punishable by up to five years in prison and a $250,000 fine.
