The answer is probably that the machine operators themselves fixed these roulette machines; the roulette manufacturer did not. In many states, machines that were previously fixed are now being considered to be “possible sources of legal gambling.”
Does the Internet eliminate the need to buy, sell or play with any kind of lottery?
Of course not! The computer, networked in a large network, could potentially facilitate betting at the touch of a mouse, while retaining a basic form of lottery like the lottery machine. The Internet and other forms of entertainment, gambling, gambling related sites and services are already used by some individuals to gamble. It certainly is possible to imagine the possibility of an automated, anonymous gambling or game for which a user is not rewarded for his labor, for example. The fact that a user would be rewarded for his labor or time is an added incentive against gambling and gambling related services.
So, while this argument may sound like all the fun comes from chance, it really is more akin to a case where we’re all playing an elaborate game in which people can gain money simply by taking a chance at it; a game which is a game of chance.
