No. Some of the Rustoleum products may not be waterproof because:

The paint may be exposed to moisture or other water sources after applying.

The paint may not be completely dry from application and/or installation to a flat surface.

Rustoleum paints are not water resistant. Because of this, the paint may not be completely secure on any surface, especially carpet, tile or hardwood floor surfaces. The Rustoleum paint can be removed from surface with a very thin layer of water.
