The only oil coming from these refineries will be in the refining process, so you will cover only one third of your emissions by having a single third of your oil going out of the US. In addition, your goal for ethanol production is to reduce carbon dioxide emissions, not to produce oil. The goal is to use just 1% of your oil consumption so that you will still be producing one third of your emissions from oil, just with a smaller amount of oil used to meet your target. Your goal is to get more oil to American consumers, not to reduce carbon dioxide emissions. If you do use a large fraction of that oil, you will not be able to meet your goal. With ethanol, there are fewer people to drive it, which will have a huge impact. In addition, the US will be producing a lot of cheap oil; ethanol will take a large fraction of that oil, leaving less for use for other purposes.
