In a statement issued hours after learning of her death, the mayor of Chicago, Rahm Emanuel, said he was “saddened and angered by news of the death of Laquan McDonald, and was pleased to hear the release of the second video this weekend.”

“Although the video provides some very disturbing material that is disturbing to most everyone, it should serve as a reminder that Chicago is a city of miracles, as well as of tragedy,” Mr. Emanuel said. “As Mayor, I am committed to making Chicago safer. I have appointed a task force to begin a concerted focus on reducing violence against our young people.”

Mr. McDonald, 17, a senior at nearby Humboldt Park High School, was fatally shot on Aug. 5 in the city’s Lawndale neighborhood. The video released on Saturday appeared to show the teenager walking up to the vehicle, which he is suspected of robbing, and firing shots.

While prosecutors have not said what evidence led them to the initial shooting, several independent observers expressed skepticism over the video’s authenticity.

The first video, made by a neighbor, appeared to show Mr. McDonald walking towards two men in a sedan who were driving in the other direction. He looks into the passenger side of the car and shoots the driver of the vehicle in the left side of his head. The driver was not hit, although he fell as he was being pushed into a car. The video, which was made public Saturday morning, does not show the gun in Mr. McDonald’s hand.

The second video, released by investigators on Friday, seems to show Mr. McDonald walking up to the victim’s side of the car, where the teen opened fire. Though he does not appear to fire his weapon, Mr. McDonald continues to fire after Mr. McDonald approaches the vehicle with the gun in his hand.

As the two men flee, Mr. McDonald can be heard shouting, “They just shot me! They just shot me!”

Officials have said Mr. McDonald had previously told investigators he had been upset over a text message. A law enforcement official said the text message referenced the death of another young man, Laquan McDonald, who was shot by a Chicago police officer in 2014.
